Sharon Carter may be a former SHIELD agent, but her suspicious access to satellites in Madripoor suggests she is the Falcon & Winter Soldier power broker.

The Falcon and the Winter Soldier Episode 4 offers new evidence that Sharon Carter (Emily VanCamp) is the power broker. Carter was reintroduced to the MCU in The Falcon and the Winter Soldier Episode 3 where the ex-SHIELD and the CIA agent now live in Madripoor, an international criminal haven. The former Agent 13 has been on the run since aiding Steve Rogers (Chris Evans) and Sam Wilson (Anthony Mackie) by stealing their equipment in violation of the Sokovia Accords in Captain America: Civil War.

The Power Broker is the dark villain who is partly responsible for creating the Flag-Smashers in The Falcon and the Winter Soldier. The Power Broker hired Dr. Wilfred Nagel (Olli Haaskivi), a former Hydra and CIA scientist to recreate the Super Soldier Serum. Nagel used the blood of a former super-soldier named Isaiah Bradley (Carl Lumbly) but 20 samples of the serum were stolen by Karli Morgenthau (Erin Kellyman), who used it on herself and seven of her allies in the Flag-Smashers to turn themselves into super-soldiers. With the help of Baron Helmut Zemo (Daniel Bruhl), Sam Wilson and Bucky Barnes (Sebastian Stan) traveled to Madripoor to find Nagel, where they met Sharon Carter for the first time since. Carter helps Wilson because of their agreement that Falcon would try to get Sharon a pardon. But then again, how Carter could still gain access to satellites is questionable. It’s certainly possible that she has backdoor access to CIA satellites and SHIELD has taught her how to hack government mainframes, but that would still require high-level resources beyond an art dealer / scammer. Sharon also easily walks through Madripoor’s checkpoints without challenge and the pretty young American lady shows no fear of the city’s criminal element.
While the growing evidence that Sharon Carter is secretly the power broker is still circumstantial, it also happens that it is late in the day. The Falcon and the Winter Soldier to introduce a new character who is the villain behind it all. Meanwhile, Carter is behaving suspiciously, has kept a lot of things hidden from Sam and Bucky, and she also has CIA ties that are linked to Wilfred Nagel. But whether Sharon Carter is indeed the Power Broker, her motivation as to why she would want more Super Soldier Serum created is an open question, especially since Steve Rogers apparently never contacted Sharon after he broke. his life in order to help Captain America. .
